The Executive Director shall assist the Secretary in the performance of his/her functions and shall serve as the technical arm of the Commission. He or she shall have the following functions:

1. Execute the policies and programs of the Commission and shall be responsible for the efficient and effective day-to-day management of the operations of the Commission;

2. The Executive Director shall recommend to the Secretary, for approval of the Commission, the budget of the Secretariat, its staffing pattern, position classification and compensation scheme, and the appointment of its personnel subject to existing laws, rules and regulations; and

3. Perform such other duties and functions as may be lawfully delegated or assigned by the Secretary.

The Executive Director shall be appointed by the President and shall enjoy security of tenure and may only be removed for cause in accordance with law.
